Is it possible to change your high school and or college transept (the grades)? If so how?

Just can it be done and how?The old swithcer....can it be done.?not sure about high school but i'm pretty sure you can in college or university.
this is an example:
if someone doesn't have high enough marks to get into a university, you can go to a smaller college that will let you in, work on your grades get them high and then switch to the university and you'll have your grades still.
not sure if this is like every school but this is aloud in my city..
your time in the school will also count, if you want to get a certain degree but have to stay in school for lets say 4 years?
and go to the smaller college for 1 then your year will count when you switch schools.
